City of Spokane Wastewater Treatment Facility Industrial Pretreatment Program To Whom It May Concern: A Wastewater Discharge Permit renewal is proposed for Dry Fly Distilling, Inc. This is in compliance with the provisions of the General Pretreatment Regulations, 40 Code of Federal Regulations (CFR), Part 403. These regulations are authorized by the Federal Water Pollution Control Act, also known as the Clean Water Act, as amended (33 United States Code 1251 et seq). This permit is also regulated by Washington State Waste Discharge Permit, Washington Administrative Code (WAC 173-216), under provisions of Revised Code of Washington (RCW 90.48). The Spokane Municipal Code regulates the facility's wastewater, specifically Chapter 13.03A, Pretreatment. Dry Fly Distilling, Inc. 1021 W Riverside Avenue Spokane, WA 99201 The City of Spokane proposes to issue the permit to the above listed applicant that allows a wastewater discharge subject to limitations. These limitations may require the installation of treatment and monitoring facilities with compliance schedules, and other necessary conditions to carry out the provisions of municipal, state, and federal law. The proposed limitations, schedules, and conditions are tentative. Interested persons are invited to submit written comments regarding the proposed permit. All comments should be submitted within thirty days (30) of May 3, 2026. Comments should be sent to: Kyle Arrington, Plant Manager City of Spokane Wastewater Management Department 4401 N. Aubrey L. White Parkway Spokane, WA 99205-3939 If the comments received indicate significant public interest, or if useful information could be produced thereby, the Plant Manager may hold a Public Hearing on the permit renewal. Public Notice regarding any hearing will be circulated at least thirty days (30) in advance of the hearing.
