The Public Works Department has scheduled a virtual meeting for the opening of bids. Bidders may participate in the public bid opening. General work description: The work will be done on 4 sites on Deer Valley Road. Work on site 1 at Deer Valley Road at Empire Mine Road generally consists of pavement widening, installation of a solar speed feedback sign system, roadside signs, placement of an HMA ditch, and placing thermoplastic striping. At site 2 located North of Wetzl Lane, work includes installation of a solar speed feedback sign system and installing roadside signs on existing posts. At site 3 located north of Briones Valley Road work includes installation of MGS, roadside signs, and a solar feedback sign system. At site 4 located South of Briones Valley Road will widen a portion of the shoulder on the east side of Deer Valley Road, and install 2 solar speed feedback sign systems and roadway signs. Engineer's cost estimate: $781,000 Number of Working Days: 50 You are required to subcontract a minimum of 25% of your bid in accordance with the Mandatory Subcontracting Minimum requirements within these special provisions. A virtual pre-bid meeting will be held on Monday, June 8, 2026 at 10:00 a.m. to cover project construction and the County's Bidder Outreach Program. This project is to be advertised pursuant to Public Contract Code 22037. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The Contractor must possess a valid Class A License at the time the Contract is awarded. Prior to submitting a bid, the Contractor and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5, subject to limited legal exceptions under Labor Code section 1771.1. This contract will be subject to compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder must furnish a payment bond and a performance bond. Pursuant to Public Contract Code Sections 7201 and 9203, the Public Works Department will retain 5 percent of the contract price until final completion and acceptance of the project. Bidders are hereby notified that securities may be substituted for any monies withheld by the County of Contra Costa to ensure performance under the construction contract, in accordance with Public Contract Code Section 22300 and the General Conditions of the Contract. Such securities will be valued by the County Treasurer-Tax Collector, whose decision will be final. Also, types of securities which are not listed in Government Code Section 16430 or Public Contract Code Section 22300 must be approved as eligible for investment under Public Contract Code Section 22300 by the County Treasurer-Tax Collector before bid opening. Unless such securities are prequalified before bid opening, they will not be accepted by the County as security.
