INVITATION FOR BID
The City of Orlando, Florida (City) and the Community Redevelopment Agency of the City of Orlando, an entity created pursuant to Part III of Chapter 163, Florida Statutes (hereinafter referred to as CRA), will receive bids electronically through OpenGov for IFB26-0202 Church Street Phase I Roadway Improvements, on March 12, 2026, at 2:00 p.m. Local Time, at which time bids will be opened and publicly read. Instructions on electronic submittal are in the bid package. The project consists of Church Street Phase I Roadway Improvements. Proposed roadway improvements include reconstruction of Church Street will be from Garland Avenue to Railroad Tracks. The Festival Street section will be modified with two (2) 11 ft. lanes, a curb-less street typical section, semi-pervious street surface, narrow cartway for loading/unloading, and space reserved for landscaping. As part of this initiative, pedestrian crossings will be included along the north-south area of Gertrudes Walk, where it intersects with Church Street. Additionally, the street features an open space, or foyer link, to the south that allows pedestrians to freely move from South Street to Church Street.
Plans, specifications, and contract documents will be open to public inspection on February 9, 2026. Documents can be downloaded from the Citys OpenGov website at the following web link: https://procurement.opengov.com/portal/orlando. It will be the responsibility of the Bidder to contact the Procurement and Contracts Division or visit https://procurement.opengov.com/portal/orlando prior to submitting a bid to ascertain if any addenda have been issued, to obtain all such addenda, and acknowledge executed addenda in OpenGov.
Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract.
The City reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the City, price and other factors considered.
