NOTICE TO BIDDERS

FOR THE CONSTRUCTION OF THE

REPLACE RUNWAY 1-19 REILS

CONTRACT AT THE PENN YAN AIRPORT

PENN YAN, NEW YORK




Sealed proposals for the construction of Replace Runway 1-19 REILS Contract will be received by the Yates County Clerk of the Legislature (Attn: Emilee Miller), 417 Liberty Street, Penn Yan, New York 14527 until 2:00pm, local time, March 13, 2026, and there, at said office, at said time, publicly opened and read aloud. Bids must be submitted sealed and include on the face of the envelope the name and address of the bidder, project name, and the words “Sealed Bid”.

This project is for the construction of the replacement of the Runway 1 and Runway 19 REIL systems at Penn Yan Airport. The project will include the REIL units, as well as associated circuit connections, conduit, junction structures, and required safety, security, and maintenance of traffic.

The Contract Documents and the Contract Drawings may be obtained by e-mailing Patrick Hludzenski of C&S Engineers, Inc. at phludzenski@cscos.com [phludzenski@cscos.com]. Please include the following in your e-mail request: Contractor’s name, contact name, address, telephone number, and email address. This information will be recorded on the plan holders list. Submitted proposals that were not recorded on the plan holders list shall be considered non-responsive.

Bidders following the above procedure will be sent a link to a file sharing website where PDF versions of

the Contract Documents may be downloaded.

After award, the low bidder shall be prepared to hold bid prices for anticipated start of construction expected as late as summer 2027, weather dependent. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 30, 2026. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding.

Hardcopy proposals must be sent to the Legislative Clerk’s Office at the address above. Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal.

A pre-bid conference has been scheduled in order to review the specific requirements of this contract. All prospective bidders are encouraged to attend. The pre-bid conference is scheduled for February 27, 2026 at 11:00am at Seneca Flight Operations, Yates County Airport, 2262 Airport Drive, Penn Yan, NY 14527.

The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals.
