CITY OF SAN RAFAEL NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL CITY COUNCIL You are invited to attend the City Council hearing on the following approval of the Military Equipment Annual Report. DATE/TIME: Monday, May 18, 2026, at 6:00 P.M. PURPOSE: In compliance with AB 481 "Military Equipment", the San Rafael Police Department is submitting an annual Report on the use of the equipment, any complaint(s), or concern(s) regarding the use of the equipment, results of any internal audits on the use of the equipment, the annual costs for the equipment, the quantity possessed by the agency and the intention to purchase additional equipment in the following year. OrdinanceNo. 2007 addsnewChapter 2.52tothe San Rafael CityMunicipal Code,establishingthe requirements for approval and annual review of amilitary equipmentusepolicy for the San Rafael Police Department. This willincrease transparency and oversight for use of military equipment by the San Rafael Police Department while providing safeguards to protect the public's welfare, safety, civil rights, and liberties. WHAT WILL HAPPEN: Staff will provide a presentation, members of the public can provide comments/questions, and the City Council will consider all public testimony, deliberate, and determine how to proceed with the recommendation provided by staff to adopt a resolution to renew Ordinance No. 2007, codified at Chapter 2.52 of the San Rafael Municipal Code.
