CITY OF SAN RAFAEL NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL CITY COUNCIL On June 1, 2026 the San Rafael City Council will meet to consider an Amendment to the General Plan Safety and Resilience Element to update the City's local hazard mitigation plans (LHMPs) and enable the City to meet the goals AB 2140. At its meeting on April 14, 2026, the Planning Commission reviewed the proposed General Plan Amendment and voted 5-0 to recommend that the City Council adopt the proposed amendments. DATE/TIME: Monday, June 1, 2026 at 6:00 P.M. LOCATION: City Council Chambers, City Hall, 1400 Fifth Avenue, San Rafael, CA 94901 ENVIRONMENTAL REVIEW: The project is exempt from the California Environmental Quality Act (CEQA). The adoption of the update to the Environmental Hazards Element of the General Plan is not a "Project" under CEQA Guidelines Section 15378(a), in that this action does not have a potential for a direct physical change or reasonably indirect physical change in the environment. In the event that the action is considered a "Project" under CEQA, the action is exempt per CEQA Guideline section 15061(b)(3), in that CEQA applies only to projects which have the potential for causing a significant effect on the environment and this proposed action would have no possibility for such significant effect. WHAT WILL HAPPEN: Staff will make a presentation on this item, and the City Council will then open the public hearing. The Applicant will also be able to make a presentation, and members of the public may also provide oral comments/questions related to the topic as well. Then the City Council will close the public hearing, deliberate and may take an action on the request.
