NOTICE OF 30DAY PUBLIC REVIEW FOR THE CITY OF WEST COVINA'S PROPOSED PY 2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN NOTICE IS HEREBY GIVEN that the City of West Covina has prepared its proposed PY 2026 CDBG Action Plan. The publication of this notice is the beginning of the 30day public review period required under Federal Regulation 24 CFR 91.105(b)(2). The public review and written comment period begins on May 1, 2026 and ends on June 2, 2026. NOTICE IS HEREBY FURTHER GIVEN that the proposed PY 2026 CDBG Action Plan is to be presented to the City Council for approval at a Public Hearing on the following date: DATE: June 2, 2026 LOCATION: 1444 West Garvey, West Covina, California 91790 City Council Chambers TIME: 7:00 PM A t this Public Hearing, the City Council will receive public comment on the proposed PY 2026 CDBG Action Plan; consider written and oral comments; and authorize staff to transmit the Action Plan to the U.S. Department of Housing and Urban Development (HUD). BACKGROUND The City annually receives federal CDBG funds. To receive these funds, the City is required to prepare an annual CDBG Action Plan that describes how the funds will be used to meet its longterm community development needs. PY 2026 ACTION PLAN For the fiscal year beginning July 1, 2026, and ending June 30, 2027, the City will receive $835,786 from HUD. The City also estimates to receive $14,214 in program income through home rehabilitation loan repayments for total resources in the amount of $850,000. The City proposes the utilization of granted CDBG funds along with estimated program income to be received to implement the projects listed below: Proposed Funding Project $253,125 Neighborhood Improvement Program (Friendship Park) 200,000 Housing Preservation Program 100,000 Economic Development (Storefront Improvement) 170,000 Planning and Administration 126,875 Public Services $850,000 Total Public Service Activities: For PY 2026, twelve (9) public service providers submitted applications requesting a total of $175,000, as shown below. City staff estimates $126,875 in funding resources will be available.
