Del Norte AvenueREQUEST: The applicant is requesting approval of a General Plan amendment, zone change, precise plan and tentative tract map to construct 34 single-family detached homes and 198 attached townhomes, for a total of 232 residential units. The project includes attached garages, internal drive aisles, common open space, guest parking spaces, and other associated incidental improvements on a 13.56-acre site. A tree removal permit is required to remove one significant tree on the site. The applicant is proposing to donate 1.45 acres on the northeast section of the property to the City for park purposes.The project also involves a request for a General Plan Amendment to change the general plan land-use designation from Neighborhood Low to Neighborhood Medium and Parks and Open Space. In addition, the project involves a Zone Change to change the zoning from Single Family Residential (R-1) to Specific Plan (S-P) and Open Space (O-S).Pursuant to the California Environmental Quality Act (CEQA) of 1970, a MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT has been prepared indicating the project will not have a significant effect on the environment.
