NOTICE OF 30-DAY PUBLIC REVIEWFOR THE CITY OF WEST COVINA’SPROPOSED PY 2026COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLANNOTICE IS HEREBY GIVEN that the City of West Covina has prepared its proposed PY 2026 CDBG Action Plan.
The publication of this notice is the beginning of the 30-day public review period required under Federal Regulation 24 CFR 91.105(b)(2). The public review and written comment period begins on May 1, 2026 and ends on June 2, 2026.
NOTICE IS HEREBY FURTHER GIVEN that the proposed PY 2026 CDBG Action Plan is to be presented to the City Council for approval at a Public Hearing on the following date:

A t this Public Hearing, the City Council will receive public comment on the proposed PY 2026 CDBG Action Plan; consider written and oral comments; and authorize staff to transmit the Action Plan to the U.S. Department of Housing and Urban Development (HUD).
BACKGROUNDThe City annually receives federal CDBG funds. To receive these funds, the City is required to prepare an annual CDBG Action Plan that describes how the funds will be used to meet its long-term community development needs.
PY 2026 ACTION PLANFor the fiscal year beginning July 1, 2026, and ending June 30, 2027, the City will receive $835,786 from HUD. The City also estimates to receive $14,214 in program income through home rehabilitation loan repayments for total resources in the amount of $850,000.
The City proposes the utilization of granted CDBG funds along with estimated program income to be received to implement the projects listed below:
