WEST COVINA NOTICE OF PUBLIC HEARING PURSUANT TO THE LAW AND IN CONFORMANCE WITH THE MUNICIPAL CODE YOU ARE HEREBY NOTIFIED OF A PUBLIC HEARING OF THE WEST COVINA CITY COUNCIL GENERAL PLAN AMENDMENT NO. 2501 ZONE CHANGE NO. 2501 PRECISE PLAN NO. 2501 TENTATIVE TRACT MAP 004618 (2501) TREE REMOVAL PERMIT NO. 2510 MITIGATED NEGATIVE DECLARATION OF ENVIROMENTAL IMPACT APPLICANT: Louisa Feletto, Meritage Land Company LOCATION: 1501 N. Del Norte Avenue REQUEST: The applicant is requesting approval of a General Plan amendment, zone change, precise plan and tentative tract map to construct 34 singlefamily detached homes and 198 attached townhomes, for a total of 232 residential units. The project includes attached garages, internal drive aisles, common open space, guest parking spaces, and other associated incidental improvements on a 13.56acre site. A tree removal permit is required to remove one significant tree on the site. The applicant is proposing to donate 1.45 acres on the northeast section of the property to the City for park purposes. The project also involves a request for a General Plan Amendment to change the general plan landuse designation from Neighborhood Low to Neighborhood Medium and Parks and Open Space. In addition, the project involves a Zone Change to change the zoning from Single Family Residential (R1) to Specific Plan (SP) and Open Space (OS). Pursuant to the California Environmental Quality Act (CEQA) of 1970, a MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT has been prepared indicating the project will not have a significant effect on the environment. A copy of the Mitigated Negative Declaration of Environmental Impact will be on file in the Planning Division for examination by appointment during City Hall business hours, otherwise it will be posted on the City website at https://www.westcovina.org/departments/community development/planningdivision/projectsandenvironmentaldocuments The Notice of Availability/Notice of Intent was published/circulated on October 27, 2025. The public review period for the Negative Declaration will run from October 28, 2025 to December 1, 2025. The Responses to Comments have been posted on the City website. Members of the public are invited to make written statements regarding said report prior to the public hearing and to make verbal presentations at the public hearing.
