NOTICE TO BIDDERS PUBLIC NOTICE IS HEREBY GIVEN that the City of Vacaville is inviting sealed proposals for furnishing all tools, materials, labor, and services necessary to complete the Well 16 Hexavalent Chromium Treatment Facility Project, including all items and appurtenances as described in the project plans and specifications. The Project involves work for the construction and development of a new sewer lateral and a hexavalent chromium treatment facility, including containment structure, treatment vessels, interconnecting piping, and modifications to the existing well discharge equipment to treat product water from the existing Well 16. The Work includes obtaining permits, providing temporary facilities and traffic control, maintaining existing facilities in service during construction, installing new piping prior to tie-ins, providing complete supporting systems, and performing coordinated startup, testing, commissioning, and performance verification with the City. The well site is located within the City of Vacaville, Solano County, California. Sealed proposals for the work shown on the Project Plans Well 16 Hexavalent Chromium Treatment Facility must be delivered to and received by the Office of the City Clerk of the City of Vacaville, 650 Merchant Street, Vacaville, California 95688 by 3:30 P.M. on June 4, 2026, at which time they will be publicly opened and read aloud at said address, in accordance with the Project Plans and Project Manual. Bidders are responsible for ensuring that their proposals are received in the office of the City Clerk by the time and date specified above. Any proposals that are not timely received in the office of the City Clerk shall be returned unopened. The Contractor shall possess licenses, or a combination of licenses required for the performance of the work. Contractor shall possess a general contracting license and subcontractors, if any, shall possess a Class A license at the time a bid is submitted for this Project. This Contract is subject to State Contract Nondiscriminatory and Compliance Requirements pursuant to California Government Code, commencing with Section 12900 through Section 12996. The Project Plans, Project Manual, and Proposal Forms for bidding this project shall only be obtained from BPXpress Reprographics, located at 4740 East Second Street #29, Benicia, CA 94510, (707) 745-3593, https://www.vacavilleplans.com. These items may be obtained by prospective bidders free of charge. Addenda, if issued, will be posted on the City's website and prospective bidders are responsible for checking this website for any updates. Any bids received from a bidder who did not obtain a complete bid set from BPXpress Reprographics will be considered non-responsive, and their bid shall be rejected. All bidders shall confirm that they have been included on the official plan holders list. Bids are required for the entire work described herein. Each bid shall be accompanied by a Bidder's Bond as required by the Instructions to Bidders. Refer to Part B of the Instructions to Bidders for Payment and Performance Bond Requirements. The successful Bidder shall furnish a Payment Bond and a Performance Bond in the amount of 100% of the Contract within ten (10) calendar days, not including Saturdays, Sundays, and designated Legal Holidays, after date of the Notice of Award letter. Refer to Section A-2 of the Instructions to Bidders of this Project Manual for requirement of Contractor and Sub-contractors to be registered with the Department of Industrial Relations (DIR) to be eligible to submit a responsive bid. Pursuant to Section 1773 of the Labor Code, of the State of California, the "General Prevailing Wage Determinations" in the County in which work is to be done have been determined by the Director of the California Department of Industrial Relations. These wage rates are listed in the California Department of Industrial Relations Publication entitled, "General Prevailing Wage Determinations", latest publication. Future effective "General Prevailing Wage Determinations" which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the "General Prevailing Wage Determinations." Copies of "General Prevailing Wage Determinations" are on file at said office of the City of Vacaville Utilities Department, which shall be made available for examination by any interested party upon request. These wage rates are available on the California Department of Industrial Relations website: https://www.dir.ca.gov/OPRL/statistics_research.html In accordance with Section 1774 of the Labor Code, of the State of California, the contractor to whom the contract is awarded, and any subcontractor under him, shall pay not less than the specified prevailing rates of wages to all workmen employed in the execution of the contract. Refer to SECTION 5: LEGAL RELATIONS AND RESPONSIBILITIES for details regarding Labor Code compliance and payroll reporting. The Contractor may elect to receive 100% of payments due under the Contract document from time to time, without retention from any portion of the payment by the City, by depositing securities of equivalent value of the retained amount with the City in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 of the Public Contract Code and Section 16430 of the California Government Code. The Contractor shall indemnify and hold harmless the City from any and all loss or damage suffered by the City as a result of any wrongful or negligent act or omission on the part of the Contractor or any of its officers, employees or agents with respect to the performance for Escrow Agreement. The City reserves the right to reject any or all bids, and to determine which proposal is, in its judgment, the lowest responsive bid of a responsible bidder and which proposal should be accepted in the best interest of the City. The City also reserves the right to waive any irregularities in any proposal or bid. Proposals in which the prices are obviously unbalanced may be rejected. Any contract entered into pursuant to this notice shall become effective or enforceable against the City of Vacaville only when the formal written contract has been duly executed by the appropriate officers of the City.
